The proposed development is for a residential dwelling is positioned between and opposite existing residential dwellings. Access to the dwelling will be gained over a new access point the highway. Boundaries to the dwelling will also use existing treatments wherever possible.
The building plot is located in the hamlet of Halwin, a small settlement of ten or so dwellings and a primary school, half a mile to the northeast of the larger village of Porkellis. Halwin has a clear linear form and shape straddling both sides of the rural highway with clearly definable boundaries, thus it is a recognisable settlement and not just a lower density straggle of dwellings in the countryside.
The site forms the south-eastern corner of a wider parcel of agricultural land that is also used for the grazing of horses.
At Higher Treliever roundabout, turn right onto the A394 towards Helston. Drive through Longdowns and at Rame, just after the post office turn right towards Carnkie. After two hundred yards turn left towards Carnkie. Drive to and through the village.
